ESSENTIAL CAR USERS – LUMP SUM PAYMENT

Following the circulation of all members circular 2013HOC0284MW, FBU officials have received a number of enquiries from members asking whether the lump sum allowance has been removed and replaced with the £100 payment referred to in NJC Circular 08/13.

I am pleased to be able to confirm that the £100 payment is not a replacement or substitute for the lump sum payment. The £100 payment is an amount to assist in the transition between the rates that applied prior to the agreement and those that apply afterwards. The changes refer and apply only to the mileage rates. There have been changes made to the relevant paragraph in the Grey Book (paragraph 6 of Section 4 Part E) and these can be located in NJC circular 08/13.  A close scrutiny however of the wording will show that the inclusion of the lump sum allowance is still in place: “The lump sum allowances for essential users are set out in circulars issued by the NJC.”

However, the lump sum allowances have not been increased and remain as laid out in NJC Circular 03/10:
