Members will be aware that despite Governments’ so called ‘final offer’ for a new Fire Service pension scheme and despite the proposals in the Public Service Pension Bill there is no agreed position on pensions proposals with the FBU.

PENSION LIBERATION SCHEMES – WARNING TO MEMBERS
It has been brought to the Union’s attention that some members have been approached by companies offering access to ‘Pension Liberation Schemes’.
These schemes that are also sometimes known as 'pension unlocking' or 'pension loans', describe a process whereby pension scheme members are offered a chance to release their pension funds before retirement in exchange for converting them partly or entirely into cash.

REPORT FROM ‘RESEARCH WORKS’ – ATTITUDES OF FIREFIGHTERS TO THEIR PENSION SCHEME
You may be aware that as part of the ongoing discussions around proposed employee contributions for firefighter pensions the Government at Westminster committed to review of the risks of opt-outs (i.e. members choosing to leave the pension scheme) which might result from increased employee contributions.

The latest position in the FBU’s fairer commutation campaign is that GAD’s application for permission to appeal to the Court of Appeal has yet to be dealt with. Members will be frustrated with the length of time this issue is taking, but must recognise that this was always going to be a slow process. I can also confirm however that this is still being dealt with on a test case basis and members do not have to submit or resubmit any grievances at this stage. Any developments will be reported as soon as they are available.

You will be aware from circular 2012HOC0471MW, and from subsequent circulars and the consultative ballot, that we have been seeking the views of members on draft proposals on pay. I can report that the membership consultation has resulted in a 78% “Yes” vote.

PAY 2012: MEMBERS’ CONSULTATION
The Executive Council met this week (21 August) to consider the latest developments in relation to pay. You will recall from circular 2012HOC0429MW that a major stumbling block in our discussion was the Employers’ objection to any form of consultation with FBU members by the Union. The Executive Council agreed that any such apparent interference in our processes was unacceptable and on this basis discussions were stalled.

You will be aware that, as part of the proposals for the 2015 Firefighters pension scheme, the CLG Fire Minister agreed to a review of the Normal Pension Age (NPA) for Firefighters.
