PAY 2012 : MEMBERS’ CONSULTATION - FURTHER INFORMATION

Further to recent All Members circulars on the issue of pay (2012HOC0429MW and 2012HOC0471MW), this circular provides details of the issues which will be the subject of the home address consultation.

Discussions at Joint Secretary level have made some progress on this issue and the Executive Council was able to discuss mechanisms by which such consultation might take place. These discussions have reached a position whereby the FBU negotiators understand that a proposal on pay can be achieved on the following basis:-

•    A pay award of 1% backdated to 1 July 2012 for all Grey Book employees.
•    This award of 1% not to apply to CPD payments or national allowances.
•    Work through the NJC (to conclude by June 2013) to look at pay structures and the pay framework appropriate for the Fire and Rescue Service.
•    The review also to consider terms and conditions to ensure they meet the current and future needs and demands of the Service and the profession. Whilst the Employers will bring matters to the table, there are also a range of FBU Conference policies which would be taken into such discussions.
•    A review on the level of NJC mileage rates to conclude by October 2012. This to be evidenced by robust and objective data.
 
In order to reach an agreement on such a position, the Executive Council would need to be in a position of knowing the views of the members.

On the basis of an assessment of the difficulties surrounding these pay negotiations, the Executive Council agreed to consult members by means of a postal ballot, with a recommendation that this proposal should be accepted.
